Applying for e-residency and preparing the necessary documentation

A foreign national living abroad can, through the e-Residency programme, gain similar opportunities to those of Estonian residents. This makes it possible to use various e-services – to establish a company and participate in its day-to-day operations. The application can be submitted by both individuals and companies.

Personal identification code application

The need to apply for a personal identification code may arise for a person working in Estonia or listed with an Estonian employer while being elsewhere. The application can be submitted by citizens of the European Union as well as citizens from other countries. In Estonia, employers are required to register employees through the Estonian Tax and Customs Board.

Registration as an employer

The obligation for a non-resident to register as an employer applies if you are an employer but do not have a permanent establishment in Estonia.

VAT registration & declarations

Permanent establishment registration

The obligation to register as a taxpayer applies to a non-resident who is not registered in the commercial register but operates through a permanent establishment in Estonia. If the permanent establishment has not been entered in the commercial register as a branch, it must be registered with the Tax and Customs Board within ten working days after the tax liability arises.
